沙海林抵台後先前往陽明高中參加台北上海中學生體育節開幕式，下午4點則前往台北市聯合醫院中興院區參訪。他表示，上海台北雙城的醫療衛生交流是此行非常重要的項目，這次台灣行，就是要學習台北好的醫療衛生經驗。

本月中，北市府宣布雙城論壇將如期舉行，引起各方對於520後兩岸關係的討論，柯文哲當時強調，解凍關鍵還是要先促進交流，今年雙城論壇將延續去年「民間先行、政府支持」的概念，盡量讓民間成分加大。
